2023年6月28日，第十八届中国国际中小企业博览会、第二届中小企业国际合作高峰论坛——中非中小企业制造业对接活动在广州隆重举行，该中非对接活动包含国际产业园区“专精特新”合作发展主题论坛和中非国际产业园区展览展示两部分。活动由工业和信息化部、国家市场监督管理总局和广东省人民政府主办，中国机电设备招标中心（工业和信息化部政府采购中心）、中国中小企业信息网共同承办，非洲广东总商会、湖南省中小企业公共服务平台、外语教学与研究出版社等单位给予联合支持。我会副会长霍江涛、专职副会长韩正强出席本次活动并由韩会长在论坛中发表“中非民营企业间经贸合作的机遇、挑战与发展”的主题演讲。

On June 28, 2023, the 18th China International SME Expo & the 2nd SME International Cooperation Summit Forum - China-Africa SME Manufacturing Matchmaking Event was held in Guangzhou, which includes the "Specialized, Refined, Differential and Innovational" theme forum on cooperation and development of international industrial parks and the exhibition and display of China-Africa international industrial parks. The event was sponsored by the Ministry of Industry and Information Technology, the State Administration of Market Supervision and Administration and the Guangdong Provincial People's Government, co-organized by China Mechanical and Electrical Equipment Bidding Center (Government Procurement Center of the Ministry of Industry and Information Technology) and China Small and Medium Enterprises Information Network, and it was joint supported from the Africa Chamber of Commerce in Guangdong, Hunan Provincial Public Service Platform for Small and Medium Enterprises and Foreign Language Teaching and Research Press. Mr. Huo Jiangtao, Vice President of the Chamber, and Mr. Han Zhengqiang, Full-time Vice President of the Chamber, attended the event and Mr. Han delivered a keynote speech on "Opportunities, Challenges and Development of Economic and Trade Cooperation between Chinese and African Private Enterprises" at the forum.

为贯彻实施工业和信息化部等19部门联合印发《“十四五”促进中小企业发展规划》有关内容，深入落实中小企业国际化促进工程。本届高峰论坛中非中小企业制造业对接活动围绕国际产业园区“专精特新”合作发展，深入推进供给侧结构性改革，汇集产业链龙头企业、国内外优质园区、国际化服务机构、行业商协会等资源优势，继续推进中小企业国际化培育合作伙伴计划，搭建中小企业“一带一路”合作服务平台，帮助中国制造业专精特新中小企业走向非洲，进一步增强中小企业在全球产业链、供应链的竞争力，提高对外开放水平和开放质量。在推动区域中小企业实现高质量发展的同时，也更高质量地推进中小企业参与“一带一路”建设，从而促进中小企业高质量转型发展。

In order to implement the relevant contents of the "14th Five-Year Plan" for promoting the development of small and medium-sized enterprises jointly issued by 19 departments including the Ministry of Industry and Information Technology, and to further implement the project of promoting the internationalization of small and medium-sized enterprises, the China-Africa SME Manufacturing Matchmaking Event on this year's Summit Forum is focused on the "Specialized, Refined, Differential and Innovational" cooperation and development of international industrial parks, deepening the structural reform on the supply side, bringing together the leading enterprises in the industrial chain, high-quality parks at home and abroad, international service institutions, industry associations and other resource advantages, continuing to promote the internationalization of SMEs to cultivate partners. We will continue to promote the internationalization cultivation partner program for SMEs, build a service platform for SMEs to cooperate along the "Belt and Road", helping SMEs in China's manufacturing industry to go to Africa, further enhance the competitiveness of SMEs in the global industrial chain and supply chain, and improve the level and quality of opening up to the outside world. While promoting the high-quality development of regional SMEs, it also promotes the participation of SMEs in the "Belt and Road" construction in a higher quality, thus promoting the high-quality transformation and development of SMEs. More than 200 people attended the forum, including officials from embassies and consulates of African countries, leaders, experts and scholars from relevant fields of "One Belt and One Road", China-Africa industrial parks, service organizations, SMEs and media. Feng Xu, Deputy Director of China SME Development Promotion Center, Ministry of Industry and Information Technology, and Kenneth Sentle Rabale, Ambassador of the Kingdom of Lesotho to China, delivered speeches respectively.

The new round of scientific and technological revolution and industrial change is developing deeply, and the integration of new generation information technology and manufacturing industry is accelerating, which has injected new momentum for the high-quality development of manufacturing enterprises, especially of SMEs. China and African countries are a community of common destiny, so strengthening the docking of China-Africa SMEs in manufacturing industry plays an important role in enhancing the level of China-Africa manufacturing cooperation. We hope that the participating parties will further strengthen communication and coordination to form a joint effort.

肯尼思·拉巴莱(Kenneth Sentle Rabale)在发言中说：长期以来，中国一直被公认为全球制造业强国，以其先进的技术、高效的生产能力和创新的解决方案而闻名。同样，非洲具有巨大的经济增长和发展潜力，具有蓬勃发展的企业家精神和丰富的自然资源。通过连接这两个充满活力的地区，我们可以释放互利共赢的新机遇，为中非可持续发展做出贡献。

Kenneth Sentle Rabale said in his speech: China has long been recognized as a global manufacturing powerhouse, well-known for its advanced technology, efficient production capacity and innovative solutions. Similarly, Africa, with a thriving entrepreneurial spirit and abundant natural resources, has tremendous potential for economic growth and development. By connecting these two dynamic regions, we can unlock new opportunities for mutual benefit and contribute to sustainable development in China and Africa.

 

本次活动还举办了中小企业“一带一路”合作服务平台合作项目集中签约仪式和中小企业“一带一路”合作服务平台非洲中小企业服务中心揭牌仪式。在来自赞比亚、加纳、科特迪瓦等驻广州总领事馆官员共同见证了非洲中小企业服务中心项目、国际人才培养项目、中非国际产业园区产教融合项目、非洲产业园区合作项目等多个优质项目的集中签约。

At this event, a signing ceremony was also held for the cooperation projects of the SME Belt and Road Cooperation Service Platform, with an inauguration ceremony for the African SME Service Center of the SME Belt and Road Cooperation Service Platform. The officials from the Consulate General of Zambia, Ghana and Cote d'Ivoire in Guangzhou witnessed the signing of several high-quality projects, including the African SME Service Center Project, the International Talent Training Project, the China-Africa International Industrial Park Industry-Education Integration Project and the African Industrial Park Cooperation Project.

 

中博会举办同期，在国际展区非洲馆设置了中小企业“一带一路”合作服务平台——中非国际产业园区推介展览专区，来自尼日利亚广东经济贸易合作区、肯尼亚新珠江经济特区、埃塞俄比亚华坚工业园、加蓬恩科经济特区、贝宁·格鲁吉贝产业园、纳米比亚鲸湾国家经济特区、中乌姆巴莱工业园等7家非洲产业园区“一带一路”相关服务、产品做了全面展示，展区吸引众多与展来宾前来咨询交流，合作洽谈，实现合作与资源共享，切实为中小企业“走出去”“引进来”搭建了展示、交易、合作、交流的平台，实现了多方的合作共赢。

During the same period of the Expo, a special exhibition area was set up in the Africa Pavilion of the International Exhibition Area for the promotion of the "Belt and Road" cooperation service platform for SMEs - China-Africa International Industrial Park, 7 African industrial parks, including Guangdong Economic and Trade Cooperation Zone in Nigeria, New Pearl River Special Economic Zone in Kenya, Huajian Industrial Park in Ethiopia, Nko Special Economic Zone in Gabon, Benin-Gruguibe Industrial Park, Bay of Whales National Special Economic Zone in Namibia, and Mbalai Industrial Park in China-Uganda, made a comprehensive display of "One Belt and One Road"-related services and products. Cooperation and resource sharing, effectively for small and medium-sized enterprises to "go out" "to bring in" to build a display, trade, cooperation, exchange platform, to achieve a win-win cooperation of multiple parties.
